otherwise the export of morphine, cocaine and their respect-
ive salts from their countries and colonies to the countries
colonies or leased territories of the other participating
Governments unless the consignee be licensed under the laws
of the importing country to receive the aforesaid drugs.
Any Government, however, desiring to avail itself of
this provision, shall from time to time furnish information
to the Government of the exporting country as to the persons
licensed by it to import morphine, cocaine and their
respective salts.

That it is desirable that the advisability of regulat-
ing the transmission through the post of morphine, cocaine
and their respective salts, so far as may be practicable,
should be brought under the consideration of the Universal
Postal Union.
